Bhiwandi: A serious controversy has erupted within the sanitation department of the Bhiwandi-Nizampur Municipal Corporation (BNMC), with allegations that attendance records of sanitation workers were manipulated to show absent employees as present, enabling them to continue drawing salaries from the civic treasury despite allegedly remaining off duty for prolonged periods.Scam Name & ConcernsThe alleged irregularity, now being widely referred to as BNMC’s “Magic Pen Scam,” has triggered concerns over financial misappropriation, administrative negligence, and possible collusion within the civic body’s sanitation machinery.The matter was brought to light by corporator Abdul Rehman Khan alias Saddam, who claimed to have personally verified attendance records at a sanitation cabin in Ward No. 14. According to Khan, several sanitation workers who had allegedly not reported for duty for months were nevertheless reflected as regularly present in official records.Tampering MethodSources familiar with the inquiry alleged that absentee entries initially recorded in attendance registers and muster rolls were subsequently altered before salary processing. In several instances, records that reportedly showed workers absent were allegedly modified, with attendance markings and signatures appearing in their place at a later stage.The alleged tampering allowed certain employees to continue receiving monthly salaries from public funds despite questions over their actual presence on duty, sources claimed.Public OutrageThe revelations have sparked outrage among residents who have long complained about inadequate sanitation services across various parts of Bhiwandi. New Delhi, Jun 14: The Central Information Commission (CIC) has directed the Central Board of Secondary Education (CBSE) to disclose “point-wise categorical” information permissible under the RTI Act related to expenditure on exams and details of answer books, including the tendering and procurement process, for Class 10 and Class 12 board examinations.After setting aside the CBSE’s earlier denial of information under the RTI, the transparency panel asked it to furnish revised replies and said that the information exempt from disclosure may be redacted or masked under Section 10 of the RTI Act, while any denial under Section 8(1)(d) should be properly justified.The case arose from an RTI application seeking details of answer books used in Class 10 and Class 12 board examinations during the 2023-24 and 2024-25 sessions, including paper quality, number of pages, size, purchase cost, total expenditure, GST payments and details of the tender process for procurement of answer sheets.In its response, the CBSE disclosed certain specifications of the answer books, stating that the paper used ranged from 60 GSM to 120 GSM, answer books contained 8, 20, 32, 40 or 48 pages and were available in sizes of 22 x 28 cm and 37.5 x 54.5 cm.The board also said records regarding the weight of individual answer books were not maintained.However, information relating to the purchase cost of answer books, the number purchased and total expenditure incurred on procurement was denied under Section 8(1)(e) of the RTI Act.NIOS Class 10 Result 2026 Released At results.nios.ac.in; What’s Next?On queries regarding the tender process, names of participating firms, rates quoted and vendor selection, the CBSE said the matter was related to “confidential” and “sensitive” activities of board examinations and claimed exemption under sections 8(1)(d), 8(1)(e) and 8(1)(g) of the Act.The board also stated that expenditure data for examination fees was maintained on a financial year basis instead of academic sessions and declined to provide specific expenditure details. The fraudulent setup was reportedly involved in targeting and financially cheating American citizens through online scams. Acting on a tip-off received by Senior Police Inspector Gorakhnath Gharge, a police team conducted a midnight raid at approximately 1:35 AM on June 12, under the guidance of senior officials. Beed: District Collector Vivek Johnson has intensified the probe into a massive sand mining scam involving the alleged illegal extraction of sand earmarked for beneficiaries of the government’s housing scheme (Gharkul) in Rakshasbhuvan along the Godavari River in Georai tehsil.Following reports of large-scale irregularities, in which sand allocated for economically weaker beneficiaries was allegedly diverted and sold in the open market, Collector Johnson conducted a marathon hearing on Thursday that lasted nearly five-and-a-half hours. During the hearing, he questioned around 50 revenue department employees and village-level officials who had earlier been served show-cause notices regarding their alleged involvement in the scam.The investigation gained momentum after Georai MLA Vijaysinh Pandit submitted a formal complaint along with supporting evidence. The probe reportedly revealed a significant discrepancy between the sanctioned and actual quantity of sand excavated. While the administration had approved the extraction of only 5,000 brass of sand for the housing project, an Electronic Total Station (ETS) survey and a subsequent drone survey conducted by a special team appointed by the collector found that more than 20,000 brass of sand had allegedly been extracted illegally.Speaking on the developments, District Collector Vivek Johnson said, “The hearing has been conducted. Stringent action will be taken against those found guilty. No irregularities will be tolerated.”Although the Collector has reserved his final decision, sources in the administration indicated that at least four village-level officials are likely to face suspension.
